The answer is yes if the following conditions are met.
1. You've never seen water surfacing from beneath the slab.
2. You are not in a high water table area.
3. You perform a moisture test by duct-taping 3x3 plastic sheets to the slab in several locations; be sure to use good duct tape and seal the plastic 100% all around. Allow to sit for 48 hours. If no moisture is present under the plastic, you can coat the slab.
If any of the conditions above are not met, you must first prime the concrete with a Moisture Blocking Primer.
