If it's a commercial flat roof the answer is no it's not too late to apply or Tar & Rubber roof coating. We would recommend that any badly worn areas be patched with some roof mesh and our roof repair mastic. Then two coats of the rood coating should encapsulate your roof for leak free service. We would also recommend that all roof penetrations be flashed with the roof mastic. If this happens to be a shingle roof then the anser is yes it's too late to save it.
