Yes — that's a designed-in advantage of the three-layer system. When the topcoat eventually shows wear (typically many years in), clean, sand the surface dull, and roll a fresh coat of the military urethane topcoat: gloss restored, wear clock reset, at a fraction of a new floor's cost. The primer and body coat underneath never need touching as long as the topcoat is maintained before wear reaches the color.
