Remove everything loose — scrape and grind the peeling areas down to concrete — then test what remains by scoring a 12"x!2" area of 1/4" squares with a utility knife then cover it with good duct tape and then rip it off. If less than 10% of the squares come off, sand the epoxy dull with 100 grit, clean thoroughly, and use our Epoxy Bonding Primer over the whole floor so the new system grips both the old paint and the bare spots equally. If more than about half the old paint is failing to start with, grinding it all off is the only right way to do it.
