Usually yes, with honest prep: grind or etch, patch the rough spots and cracks with our repair products, and the primer coat handles a lot of surface imperfection. But if the slab is badly cracked, heaved, or crumbling, don't fight it — the Heavy Duty T-Joint tiles install right over rough and damaged concrete with zero prep and give you a better floor than a coating on a failing slab ever would.
