The High Zinc Anti-Rust Primer is the corrosion-prevention layer: use it on new or rusted steel that will get a finish coat over it, or leave it as the finish itself on utilitarian steel. For a complete one-product steel solution, the Steel Pipe & Metal Surfaces Epoxy is the general-duty answer, and buried or immersed steel steps up to the Nano Particle mastic. Rule of thumb: zinc primer when rust prevention under another coating is the mission; the mastics when the coating IS the protection.
