Yes, if the existing coating is well-bonded — sand it clean and dull, then apply our Epoxy Bonding Primer first, which creates permanent adhesion between dissimilar coatings, and topcoat over that. Don't topcoat directly over an unknown epoxy without the bonding primer; adhesion between different chemistries is exactly the risk that exists to eliminate. If the old coating is peeling over more than 25% of the floor, it should be removed before anything goes over it.
