Light surface rust should be sanded to sound metal as part of the prep — the scuff-pad step won't cut through established rust on its own — then clean thoroughly and proceed. For beds with heavy scale or rust-through, call us first: coating over unsound metal wastes the coating, and we may point you at our rust-tolerant steel primers as a first layer depending on condition.
