No separate filler needed in most cases — remove loose, flaking rust with a wire brush or scraper (no need for white-metal blasting; the formula bonds to tight rust), then let the high-build formula work: the first coat wets into the pits and the second coat builds a continuous 24-mil film over them. For deep pitting that's approaching wall-thickness concerns, that's a structural issue to assess before any coating.
