Only the loose material has to go. Scrape and grind away anything that's peeling or delaminated, then use our Epoxy Bonding Primer over the remaining sound coating — it creates permanent adhesion between the old surface and the new epoxy, saving you from a full removal job. If the old coating is failing across most of the floor, complete removal or switching to the tiles is the better path.
