Yes, it can, it's a great way to encapsulate asbestos-containing VCT Tiles. You have to apply 2 coats of our Bonding Primer to ensure proper adhesion of the epoxy without having any adverse effects on the tiles. Clean the tiles with a detergent or solvent such as Xylene, rinse well, and let dry 100%. Never sand tiles to get them clean that contain asbestos!
