Yes, it can; it's a great way to encapsulate asbestos-containing VCT Tiles. Make sure the tiles are fully secured to the floor, any tiles that let loose will damage the coating. You first have to apply 2 coats of our Bonding Primer to ensure proper adhesion of the epoxy without having any adverse effects on the tiles. Applying an epoxy or urethane directly onto VCT tiles can cause them to curl. Clean the tiles with a detergent or solvent such as Xylene, rinse well, and let dry 100%. Never sand tiles containing asbestos to get them clean!
