The best flooring to put over concrete in a garage are typically epoxy coating, as it is durable, resistant to stains, and easy to clean and interlocking garage floor tiles which are bascially indestructible if they are made from solid PVC in lieu of low budget hollow core polypropylene tiles. The choice depends on your budget (tiles are more expensive than a DIY epoxy floor), intended use, and desired aesthetics.
