Because 99% of existing deck paints are usually peeling off the deck, and if you apply our deck paint over it, our deck paint comes off with your existing paint when it peels.
If your existing deck paint isn't peeling and is still well-bonded to the wood, then you don't have to sand. Apply the primer and you're good to go.
