You can consider the 1 part Rustoleum acrylic concrete paint as the primer and apply our Extra Thick 100% Solids Epoxy over that. Two things to make sure of:
1. You must sand the Rustoleum paint with 100 grit to rough it up.
2. Make sure the Rustoleum paint is well adhered; try scraping it off. If it doesn't come off you're good to go. We say this because our epoxy can only stick to what it's applied to. So if the Rustoleum paint peels off our coating will come off with it.
