Yes, you can apply it over existing paint or epoxy by using the Epoxy Bonding Primer. This saves time and effort by eliminating the need for full removal of previous coatings, making upgrades more convenient. Be sure that the existing coating is still well bonded to the slab, our epoxy can only stick to what's under it, so if a piece of the old epoxy peels up, our coating is coming off with it. This is why we stress doing the job with the right product the first time. Having to diamond grind an old coating off and apply a new epoxy system is a time-consuming and expensive ordeal. To test if your existing coating is good enough to coat score 1/4" squares over a 12" x 12" area and cover it with good quality duct tape then rip it off, if less than 10% of the squares come off you're good to coat over it, if more than 10% come off, the rest of the coating has to come off via diamond grinding.
