Yes, it can be used on chalky, flaky, rough, or very porous floors. This garage floor epoxy primer bonds to and encapsulates poor-condition concrete, stabilizing and sealing the surface to ensure maximum adhesion and longer-lasting results when applying your ArmorGarage epoxy and topcoat. For very poor conditioned floors we recommend using our High Solids Epoxy that is 97% solids. It's thinner than 100%, so it soaks in better, and its higher solids content will strengthen concrete better.
